1937 Delage D8-120 cabriolet , probably Chapron .It has the four external exhaust pipes surmounted by ventilation doors and hood vents

This Delage was coachbuilt by Henri Chapron in 1939, not 1937.
The same car was used for the movie "An American in Paris with Gene Kelly.
It was bought by Jim Hull and Peter Mullin in the late 80s and now, beautifully restaured in a burgundy color, sits in Oxnard in the Mullin museum.
