This and the Chevy Blazer belong to US Border Patrol in the film. Unsure if it's the correct color scheme but in-story that is who is chasing the Neo-Nazis' Ford Taurus.

Its wrong. All Border Patrol cars are and have been white with green and black stripes.

^ What do you mean "whats the deal"? There is a 1991 Caprice in the old livery right next to the Crown Vic that you linked to so obviously the US border patrol started changing over to the green stripe scheme in 1992, how much easier can it be to figure out?!?

Here's the thing: 1992-1993 is not considered the mid-1990s. So the question I imposed was: if the scheme was being introduced in the early 1990s, how could the current scheme have been introduced in the mid-1990s (since that is what APS221 said)? That was all I wanted to know. A simple discrepancy that I thought I saw, and I just wanted to make sure I understood what was meant.

I just don't get why you couldn't figure it out, APS221 said that the aqua livery was correct for an early 1990s BP car and that the scheme was changed in the mid 1990s, now since he said mid 1990's and not a specific year I would assume that he didn't know the actual year of the change and 1993 is close enough to mid 90's to be be able to figure out what he meant. Also I am sure that there were plenty of both schemes driving around in the mid 90s as the BP didn't change all of their vehicles over at once. Also the paint scheme in the picture that you linked of the CV (white with horiz. grn. stripe) is not the current scheme.

Tonkatracker has summed up the intended meaning of my comment very well. Rtsbusman1997 commented that the livery was "wrong." I replied that the livery is correct for an early-1990s Border Patrol car. In this case, the vehicle pictured in the main image is a 1992 Caprice. In addition, I posted two pictures of early-1990s Caprices in the aqua Border Patrol livery to illustrate that such vehicles were used by the Border Patrol. I also posted a picture of a later model Caprice in the white livery to illustrate the fact that the white livery was introduced after 1992.

Next, I wrote that the Border Patrol went to the white livery in the "mid-1990s." Tonkatracker is correct in his interpretation of my comment. I used the term because I wasn't sure of the specific year when the white livery was introduced, and the specific year when the aqua livery was retired. I also used the term because I, like Rtsbusman1997, found pictures of Border Patrol vehicles that indicated there was a multi-year transition period when aqua livery vehicles were used along with white livery vehicles. I don't know for certain, but I feel pretty sure that the transition period included the period when "Top Dog" was produced and released. Since the film was released in 1995, I feel confident stating that the Border Patrol went from the aqua livery to the white livery in the mid-1990s, and the use of an aqua Border Patrol car does not represent a "goof" or anachronism.

To be clear about this: 1991's were the last models to come with the green and white paint job. 1992 was the transition year in terms of color scheme/graphics for the BP. I once saw a picture of a 1992 CV that was all-white and only had the Border Patrol circle on the door, nothing else. By the time the 1993 models came along, the BP had already come out with the green strip scheme as seen on the 1993 Caprice posted by APS221. As such, the 1992's were given the newer scheme and some of the pre-1992 vehicles were painted white and updated with the new graphics. See this box-body Caprice as an example:
