I've never heard, that they were mandatory in Israel. I only know the countries Denmark, Norway, Italy and Japan, which had these laws. The 1972-K 70, I've randomly found on the streets of Eilat in July 1997, didn't had them, too. |

Turkey hadn't such a law, as I know. The plate is for sure a fake, as its set in Iraq, but not filmed there. |
