The end credits say it was filmed entirely on location on Finland and Sweden.

I was reading the wikipedia article about the Checker Marathon, and it claimed that the Checker was used in this film as a stand in for a Chaika. I haven't seen this film in decades, and don't recall. The wikipedia entry did mention how the Marathon was used to depict a generic Iron Curtain car for episodes of the "Mission: Impossible" TV series in the late 1960s, and I do remember those weak attempts at accuracy. That being said, the TV show was filmed in the US at Paramount Studios, whereas Gorky Park, as indicated, had more convincing locations of Stockholm and Helsinki for Russian-settings. A Checker would likely have been more difficult to obtain there, whereas Volgas and Chaikas that had made it through the curtain would have made vertiable Russian cars more available, especially by the early 1980s when the film was in production. Gag Halfrunt commented that the Moscow filming location might be incorrect. My thought is that it is just second unit filming that used Moscow, like any insert shots of the Kremlin, Red Square, and St. Basil's or whatever, but that anything involving actors used the architecture, topiary, weather, and vehicles to lend versimitude to the Russian setting. I can also see Glasgow / Strathclyde being used for some scenes set in Russia. Hah, now I am going to watch the film because reading the article on Checker now has me curious! I don't recall liking the film because not a William Hurt or Lee Marvin fan.
