I read it's a Philippino movie, shot in Philippines, pretending to be set in the USA.

Basically a Filipino film trying to emulate the Death Wish-style action thrillers. Meaning they grabbed anyone who looked remotely American, regardless of whether they could act, and shot this.

Basically some schlub named Mark (played by a man who bears a passing resemblance to Iain Glen) is out to avenge his murdered daughter. Even after he's killed all of the men who murdered her, he continues beating up and/or killing random punks, determined to clean up the town. His rather unsubtle antics catch the attention of crime lord Bill (!) who "hires" Mark by having his wife kidnapped, and holding her hostage until such time as Mark has followed instructions and assassinated all of Bill's rival crime bosses.

Just turn off your brain for this one and enjoy the goofy shootouts and American "actors" awkwardly saying profanity-laced dialogue ("'Cause that's what they say in all the American movies, right?" hopefully asks screenwriter Timothy Jorge).
