This is an American film; were Opels still sold in the US?

^ yes, in 1971 the Opels available in the US were: Opel 1900 (Ascona), Opel 1900 Sport Coupe (Manta), Opel GT and Opel Kadett. Opel Rekord and Olympia used to be available in the 1950s and early 60s, but I'm not sure if it was in 1971. Opels were sold through Buick dealerships, and the Isuzu Gemini (in turn based on the Opel Kadett C), was sold as Buick/Opel in the latter part of the 70s.

Looks like Hamburg to me.

This bus has a Hochbahn livery.

Also the Mercedes Standart I and II buses were more common in Hamburg. In Munich they used MAN Standarts.
