That movie is quite funny... even quite crazy. More a parody movie than a real cop/action movie (like "Shaun of the Dead", with same main actor and from the same director).

It's mainly a spoof, but I think they also tried to make it like a real action film, just like the way Scream was kind of a satire as slasher films, but is still a slasher film itself.
