Low-budget Italian movie with American actors (Fred Williamson) and filmed in the Philippines. Dubbing is awful, dialogue is unintentionally funny and there are few embarassing moments for the viewer. Also featured is a slowest chase scene I've ever seen. Yamaha bike vs Chevrolet. It is supposed to be a chase but they are just cruising around.

It is scary to know that Cobra 3 and 4 movies also exist.
