According to Russian wikipedia: Quote Loch - in Russian, jargon, which is used in colloquial speech to refer to a person who does not know how to "settle down" and adapt to life changes and as a result is usually not rich, and in thieves' jargon - refers to the victim. Antonym of the word "cool." I don't think the title can be translated to English accurately and should be removed.
