 Only in XP (and possibly Vista & 7 Home Editions)
In NT/2000 and professional versions of XP/Vista/7 it is rather used to bring the screen allowing to lock workstation, switch user, sign out or open task manager (and it seems that in Windows 8.1 they also brought that behaviour to the "home" version).
In old versions like Windows 3.x and 9x it was mostly for restarting (when pressed twice) and possibly also killing an unresponsive program if I remember well?

 The ctrl+alt+delete bringing up the task manager is usually behaves in workgroup network area only. If you are in the domain controlled environment, this will provide the list as you described.
