Telefilm or rather, as we call this sort of productions here, "spectacle of TV theater", which belongs to made for more than 35 years series "Teatr sensacji Kobra". Each film of this series was based on some detective novel, usually American or British and in these two countries the action of many "Kobras" was set (always faked locations AFAIK).
The one here, was based on some novel of Raymond Chandler and set in the USA. But in fact the flat of Philip Marlowe was next to the William Lindley's water filters in Warsaw, if I identified the fence and buildings correctly ;) :

Chandler wrote the Philip Marlowe stories during the 1930s to 1950s.

I would have thought that it would be easier to go for a period setting than to try to make Polish locations look like the present day USA.

COMECON was not so undeveloped to look in the 1970's like west in the 1930's. :D Well, I know what you mean, but IMO it was more easy and cheaper to care just about some US (or US alike) stuff than about US stuff and vintage stuff.
